Description of new EU regulations on batteries and waste batteries

Recently, the "Battery and Waste Battery Management Act (REGULATION (EU) 2023/1542)" was issued by The European Union and abolished the original 2006/66/EC "Battery Directive".
The new law will be implemented on February 18, 2024 (Article 96), and the original directive will be repealed on August 18, 2025 (Regulation 141).
This also means that batteries sold to the EU must comply with the new regulations and submit relevant documents to the issuing authority for review before they can be marked with the CE logo.
The following are the specific requirements put forward by the new version of the EU Battery Regulations:
1. Control of Hazardous Chemical Substances
Based on the implementation experience of REACH, the definition of hazardous substances is proposed, and new restrictions on hazardous substances are introduced.
2. Carbon footprint requirements
Carbon footprint requirements are proposed for electric vehicle batteries and rechargeable industrial batteries. The requirement will be implemented in stages: first requiring information disclosure, then grading, and finally setting mandatory limits.
3. Requirements for recycled material composition
Requirements for the content of recycled materials in industrial batteries, electric vehicle batteries and automobile batteries have been proposed. The requirements will be implemented in stages: first, calculation rules will be formulated, then self-declaration will be required, and finally mandatory requirements for the minimum proportion of recycled materials will be proposed.
4. Disclosure of electrochemical performance and durability information
Performance and durability disclosure requirements for rechargeable industrial and electric vehicle batteries.
5. Due diligence obligations in the supply chain
Requirements for due diligence obligations of supply chain for manufacturers, importers or distributors of rechargeable industrial batteries and electric vehicle batteries.
6. Recycling requirements
Put forward requirements for waste battery recycling efficiency and material recycling level
7. Reuse and remanufacturing requirements
Requirements for reuse and remanufacturing of industrial and electric vehicle batteries.
8. Label and other regulations
The regulations also provide for labeling, conformity assessment processes, EU declarations of conformity, CE labels, and strengthened requirements for extended responsibility of existing producers.
