We would like to inform you that, according to the latest announcement from the Bureau of Indian Standards (BIS), the validity period of the initial BIS certificate has been extended from 2 years to 5 years.
As a result, manufacturers applying for a new BIS registration or renewal in the future will be able to obtain a registration certificate with a validity period of 5 years.
Although the validity period has been extended to 5 years, manufacturers are still required to pay the applicable grant or renewal fees annually in order to maintain the validity of their registration.
Key Highlights:

◤ Manufacturers can renew the R-number only for 5 years.
◤ Every year, manufacturers are required to submit production data along with the applicable annual fees.

We are writing to inform you of an important development regarding the Quality Control Orders (QCO) applicable to Polyester Yarn products imported into India. An official Office Order issued by Mundra Customs on 15 May 2026 has confirmed continued enforcement of these requirements. Please review the details below and take prompt action where applicable.
1. Background
The Hon'ble Gujarat High Court of India issued an Interim Order on 6 April 2026 in Special Civil Application No. 16973 of 2025 (Orilon Tectex Pvt. Ltd. vs. Union of India). The Court stayed the rescission notification dated 12 November 2025 and ruled that the original QCO requirements shall remain in force until further court orders.
2. Current Regulatory Status
◆ All Polyester Yarn products imported into India — including FDY (Fully Drawn Yarn), POY (Partially Oriented Yarn), and IDY (Industrial Yarn) — must hold a valid BIS/QCO certificate to clear customs.
◆ These requirements will remain enforceable until the High Court issues a further ruling.
◆ As this is only an interim order, the final judgment and its timing remain highly uncertain and may take several months or longer to be determined.

To avoid shipment delays, port detention, return shipments, or additional storage charges due to certification issues, we strongly recommend the following immediate actions:
① Initiate Renewal Procedures Immediately
All customers holding BIS/QCO certificates should begin the renewal application without delay.
② Renew for One Year as a Prudent Measure
Given the uncertainty surrounding the final court ruling, we suggest renewing for a one-year term initially. This allows you to remain compliant while preserving flexibility to reassess once the court's final decision is known.
③ Strictly Observe the Three-Month Grace Period
